In the Puget Sound region, most serious home flooding does not come from a single dramatic event. It builds up over a wet winter of atmospheric rivers, saturated ground and small failures that let water find its way inside. The good news is that winter flooding is largely preventable with a little preparation. Here is a practical checklist for Bellevue and Eastside homeowners heading into the 2026 storm season.
Why winter is the high-risk season here
The Pacific Northwest gets much of its rain in a handful of intense atmospheric river events between November and March. When days of heavy rain fall on already saturated ground, the water has nowhere to go, and it pools around foundations, backs up through drains and seeps into basements and crawl spaces. FEMA consistently ranks flooding as the most common and costly natural disaster in the United States, and much of that risk is seasonal.
Clear the water's path away from your home
Most winter water intrusion starts outside. Water that cannot drain away from your home will eventually find a way in. Before the next storm, walk your property and make sure water is being carried away from the foundation, not toward it.
- Clean gutters and downspouts so they carry water well away from the foundation.
- Extend downspout outlets at least four to six feet from the house.

- Check that the ground slopes away from the foundation on all sides.
Protect basements, crawl spaces and sump pumps
If you have a sump pump, test it before the season and consider a battery backup, since winter storms often bring power outages at the worst moment. Inspect crawl space vents and vapor barriers, and look for any standing water or musty smell that signals moisture is already getting in.
Know what your insurance does and does not cover
This is where many homeowners are caught off guard. Standard homeowners insurance does not cover flooding from rising outside water. That coverage is separate and is offered through FEMA's National Flood Insurance Program, and most policies have a 30-day waiting period before they take effect. If you are in or near a flood-prone area, do not wait until a storm is in the forecast to look into it.

Even a well-prepared home can flood in a severe storm.
